Short answer: On 3 September 2026 the Revenue Department of the Government of NCT of Delhi notified 13 registration districts and 39 registration sub-divisions under section 5 read with section 7 of the Registration Act, 1908, with immediate effect. Their boundaries match the revenue districts and sub-divisions Delhi notified on 25 December 2025, with an office of the Registrar in each district and an office of the Sub-Registrar in each sub-division. The notification, F. No. 223/SDM-II(HQ)/Land/2025/610, replaces all earlier notifications on the subject and keeps anything done under them valid.
Delhi's Registration Map Now Follows Its Revenue Map: 13 Districts, 39 Sub-Registrar Offices
On 3 September 2026 Delhi set up 13 registration districts and 39 registration sub-divisions, with immediate effect, and gave each sub-division an office of the Sub-Registrar. The boundaries are the revenue districts and sub-divisions Delhi drew on 25 December 2025. If you own a flat in Delhi and have a deed to register, the Sub-Registrar whose area takes in your flat is now set by those revenue boundaries.
What the notification says
The notification is F. No. 223/SDM-II(HQ)/Land/2025/610 of the Revenue Department, Government of the National Capital Territory of Delhi, dated 3 September 2026. It ran in the Delhi Gazette, Extraordinary, Part IV, No. 263, in Hindi and English. Neeraj Semwal, IAS, Secretary (Revenue) cum Divisional Commissioner, signed it in the name of the Lieutenant Governor.
The notification makes four changes.
- It sets up 13 registration districts and 39 registration sub-divisions, under section 5 read with section 7 of the Registration Act, 1908.
- It fixes their territorial jurisdiction as "co-terminus with the boundaries of the respective revenue districts and sub-divisions" notified on 25 December 2025, by notification F.223/SDM-II(HQ)/Land/2025/285 in Delhi Gazette, Extraordinary, Part IV, No. 3961.
- It sets up an office of the Registrar in each of the 13 districts and an office of the Sub-Registrar in each of the 39 sub-divisions.
- It replaces "all previous notifications on the subject" and says it "shall come into force with immediate effect".
A deed registered before 3 September 2026 is not reopened
The notification carries a savings clause. The change is "without prejudice to the validity of anything done or any action taken, or any right, privilege, obligation or liability acquired, accrued or incurred" under the notifications it replaces, before this one took effect.
So a sale deed, gift deed or relinquishment deed you registered in Delhi before 3 September 2026 keeps its standing under the old office structure. The notification changes which office handles a registration from that date. It does not touch a registration already done.
The 13 districts and their 39 sub-divisions
The schedule to the notification lists them as follows.
| Registration district | Sub-divisions |
|---|---|
| South East | Jangpura, Kalkaji, Badarpur |
| Old Delhi | Sadar Bazar, Chandni Chowk |
| North | Burari, Adarsh Nagar, Badli |
| New Delhi | Delhi Cantt, New Delhi |
| Central | Patel Nagar, Karol Bagh |
| Central North | Shakur Basti, Shalimar Bagh, Model Town |
| South West | Najafgarh, Matiala, Dwarka, Bijwasan |
| Outer North | Mundka, Narela, Bawana |
| North West | Kirari, Nangloi Jat, Rohini |
| North East | Karawal Nagar, Gokalpur, Yamuna Vihar, Shahdara |
| East | Gandhi Nagar, Vishwas Nagar, Patparganj |
| South | Chhatarpur, Malviya Nagar, Deoli, Mehrauli |
| West | Vikaspuri, Janakpuri, Rajouri Garden |
The schedule names a sub-division, not a locality. A flat in Saket or Vasant Kunj is not listed by colony name, and the notification does not say which sub-division takes in which colony. That boundary sits in the 25 December 2025 revenue notification.
What the notification does not say
It gives no office addresses. It carries no table matching the Sub-Registrar offices that existed before 3 September 2026 to the 39 new ones. It sets no rule for a registration that was booked under the old structure and falls due after it.
So the one thing to confirm, before a registration date is fixed, is which of the 39 sub-divisions covers your flat. Check it with the Delhi Revenue Department or through the lawyer handling the deed. If a relative or an agent in Delhi registers for you under a power of attorney, give them the sub-division name along with the address. Our guide to sending a power of attorney from the USA to India covers how that document is executed abroad.
Where this sits
Two of our recent reports touch Delhi registration from other sides: GPA sale papers and the stamp penalty, on what an unregistered agreement to sell costs in a Delhi court, and DILRMP 3.0 and the land stack, on the national programme for land records and registration.
