# Manage Your India Property From Los Angeles | 66 MG Road

**Short answer:** California is the one state split between two Indian missions. Ten southern counties belong to the Los Angeles consulate, the rest of the state to San Francisco, and the Los Angeles jurisdiction also covers Arizona, Nevada and New Mexico. California taxes residents on worldwide income and its Schedule S credit excludes tax paid to a foreign country, so the Indian tax on your rent comes back federally on Form 1116 and not on your California return.

# Managing Your India Property From Los Angeles

**California is the only state in the country split between two Indian missions, and the line runs on county boundaries rather than on anything you would guess.** Ten Southern California counties belong to the Consulate General of India, Los Angeles: Los Angeles, Orange, San Diego, Imperial, Riverside, San Bernardino, Ventura, Santa Barbara, Kern and San Luis Obispo. The rest of the state belongs to San Francisco. The Los Angeles jurisdiction then reaches out to cover Arizona, Nevada and New Mexico.

Get that wrong and your power of attorney takes a courier trip it did not need. Owners in Bakersfield send south. Owners in Fresno send north.

## Your mission, and the county line

Consulate General of India, Los Angeles is at 707 Wilshire Boulevard. It serves one of the largest Indian-American populations in the country, and its jurisdiction sits on the revised national map that took effect on 15 July 2025.

Since August 2025, miscellaneous consular services for Indian missions in the US, attestation of a power of attorney and property affidavits among them, are processed through VFS Global rather than at the mission counter. Appointment, courier out, courier back. That is weeks, not days, so start the paperwork before a tenancy or a sale date is fixed rather than the week it is due.

## California taxes it and gives nothing back

California taxes its residents on income from all worldwide sources, your India rent and your India capital gain included.

The credit California offers for tax paid elsewhere is the other state tax credit on Schedule S, and its boundary is drawn tight. Taxes paid to a foreign country cannot be included in that computation. The credit reaches other US states and US possessions. It does not reach India.

Follow the money through. India withholds 31.2% of your rent at source before it reaches your NRO account. The IRS taxes the same rent and returns the Indian tax to you as a foreign tax credit on Form 1116. California taxes the same rent a third time and offers no offset for what India took. For a Southern California owner, the state layer is real, and the only place the Indian tax comes back is the federal return.

Nevada is the contrast inside the same consular jurisdiction: no personal income tax, so no state layer at all. Arizona and New Mexico each run their own income tax with their own credit rules, and neither answer should be read across from California. Ask your preparer the narrow question for your own state and get it in writing.

## Thirteen and a half hours, and a quirk in Arizona

Los Angeles runs on Pacific Time. India Standard Time is 12.5 hours ahead in the US summer and 13.5 hours ahead in the US winter. India has no daylight saving, so the gap changes when the American clocks move.

Arizona is the exception worth knowing. Arizona does not observe daylight saving, so Phoenix sits a steady 12.5 hours behind India all year while Los Angeles slides between 12.5 and 13.5. If you moved from Scottsdale to Santa Monica, your window shifted without your calendar telling you.

Either way there is nothing to schedule into. A bank in Bangalore opens at 10 in the morning, which is half past nine the previous night in Los Angeles. It closes at 5 and you are asleep at half past four in the morning. Your working day starts after the Indian one has ended and finishes long after everyone there has gone home. This is the widest gap any Indian property owner in the United States works across.

## The three pieces of plumbing

**An NRO account for the money.** Rent from an Indian property has to land in a Non-Resident Ordinary account in your name, and that account is where repatriation runs from later. Open it before a tenant pays anything. See [NRO accounts and rent taxation](/guides/nro-account-rent-taxation).

**A narrow power of attorney for the signatures.** One named person, one named property, a listed set of acts. Broad powers are a liability, not a shortcut. From California the route is a notary with two independent witnesses, an apostille from the California Secretary of State, a courier to India, and stamp-duty adjudication within three months of arrival under Section 18 of the Indian Stamp Act. **A paper trail for three authorities.** India, the IRS, and Sacramento. India withholds 31.2% of rent from the first rupee under the non-resident rule, carried in Section 393(2) of the Income-tax Act 2025 after moving from Section 195. You file in India to reconcile. The same rent then goes on Schedule E of your federal return in dollars, with the building depreciated over 30 years rather than 27.5 because it sits abroad. ## FAQ

**Which Indian consulate covers Southern California?**
Los Angeles, for ten counties: Los Angeles, Orange, San Diego, Imperial, Riverside, San Bernardino, Ventura, Santa Barbara, Kern and San Luis Obispo. The rest of California belongs to the San Francisco consulate. California is the only state split this way.

**Does California give me credit for the tax India took on my rent?**
No. Taxes paid to a foreign country cannot be included in the other state tax credit computed on Schedule S. That credit covers other US states and US possessions. Your relief for Indian tax is federal, on Form 1116.

**I live in Nevada. Is the answer different?**
Yes on the state side. Nevada levies no personal income tax, so there is no state layer on your India rent. Your consulate is still Los Angeles, and India and the IRS still apply.

**How far behind India is Los Angeles?**
12.5 hours in the US summer, 13.5 hours in the US winter. Phoenix stays at 12.5 hours all year because Arizona does not observe daylight saving. There is no overlap with an Indian business day in either case.

**Do you have an office in Los Angeles?**

**My property is vacant land. What does it need?**
Not management. Vacant land has no tenant and no rent, so what it needs is somebody looking at the boundary on a schedule and proving it is still yours. That is the survey and quarterly photo-proof route, and it is the tier most owners of vacant assets should be on.
